Capital is finite, and the assertion that local events are always a major component of planning is a generalization that costs a lot.
For many, these events are a logistical constraint draining resources, not an attraction.
Take a business traveler: a music festival in Montreal makes the trip more expensive and complex, with no added value to their goal.
Attention is a bottleneck, and focusing on each local event when seasonal factors or the weather are more decisive is a poor allocation of limited resources.
We are not going to cancel sunny vacations for a rainy carnival, that is illogical.
