My instinct tells me that the relationship is established a bit too quickly here: just because a survey has been filled out, it doesn't mean we understand why people verify their identity documents.
What really happens is that people fear being blocked at the airport, which is a motivation much older and deeper than any survey.
A good example is the experience of having to renew a passport urgently in Spain, with administrative delays and appointments (cita previa) that remind you why you check everything well in advance.
To prove it, one would need to see if the survey has actually changed these behaviors or simply observed them.
