It does not change the actual cash flow for a company nor the behavior of anyone tomorrow.
To prove what people really do with their travel documents, one would need to look at airline statistics on boarding refusals or consulate data on lost passports.
For example, a survey will never show the real bottlenecks like queues at the prefecture for last-minute passports, unlike concrete data.
It is only an observation, not a reliable proof.
