A single market event, no matter how large, reflects a specific moment for one entity and is not a universal metric for regulatory effectiveness. We must differentiate between what is a controllable action for a company and the noise of market speculation. The success of one student does not mean the entire curriculum works for every learner, and it certainly doesn't make the administrative burden lighter for smaller teams trying to meet compliance.
