Who is responsible for validating this hierarchy? The destination validation process should include local events as a mandatory step, not just a mere optional suggestion. Not considering them as a major factor is a dangerous shortcut that can derail an entire project. For example, ignoring the Comic-Con in San Diego or the Super Bowl in a given city guarantees a spike in accommodation and transportation costs. A clear RACI is needed for this research and formal validation before any booking.
