Simpler: the impact of local events on trip planning is often exaggerated, it is not the determinant factor that some imagine.
We adapt, we don't change destination for a festival.
Most often, costs or travel time matter much more than the date of a local festival.
For example, for Montreal, a festival can increase hotel prices, but if you just want to visit, you change your dates, not your city.
