Smells like a somewhat too loose connection between this survey and a statement about the verification of identity documents. People often say what they should do, not always what they actually do, especially when it comes to planning.
This pattern I feel is not quantified, but experience shows that reality is much more chaotic, with forgetfulness and emergencies dictating actions.
For example, how many people here in Spain end up last minute queuing for a cita previa to renew a DNI or passport, even though they intended to do it months in advance?
Direct observational data would be needed to confirm the link, not just survey statements.
