We've seen these glossy reports many times; a new e-government portal gets launched, but people still rely on family connections and in-person visits because the system is buggy or doesn't actually solve their problems.
Counting more models doesn't prove they're stable, accessible, or truly useful, like a new textbook that never makes it to the classroom.
Without proof of real cash flow or tangible improvement in service, it's just numbers on a screen, not a better learning tool for anyone.
